OpenAI Opens ChatGPT Ads Manager Beta to Self-Serve Advertisers

OpenAI’s ChatGPT Ads Manager beta is now a practical testing option for some smaller advertisers. Access is still in beta, accounts must complete verification and billing setup, and OpenAI says the platform does not yet have performance benchmarks across advertisers, industries, or campaign types.
What OpenAI Announced
OpenAI began testing ads in ChatGPT in the United States on February 9. On May 5, it announced new ways to buy ChatGPT ads, including a beta self-serve Ads Manager, cost-per-click bidding, conversion measurement, and pixel-based measurement.
Ads Manager lets an advertiser register, add payment information, set budgets and bids, upload ads, launch campaigns, and review performance. OpenAI says access is opening gradually while it tests and refines the product, so creating an account does not necessarily mean campaigns can run immediately.
As of August 11, OpenAI’s Ads Manager availability page lists Australia, Brazil, Canada, Japan, South Korea, Mexico, New Zealand, the United Kingdom, and the United States as available. Its August 11 ads update confirms the new launches in the United Kingdom, Mexico, Brazil, Japan, and South Korea.
The Current Budget Floor
OpenAI’s current campaign documentation says the U.S. minimum daily budget is $25 per campaign. Local-currency minimums differ by country.
Advertisers can use a daily budget or a campaign-total budget. OpenAI notes that a campaign-total budget is a spending limit, not even pacing, and that spend can accumulate quickly when an ad matches eligible conversations. A daily budget is a delivery target, so actual spend can vary above or below it on a given day.
That makes a small test possible, but it does not make every campaign economical. A $25 daily floor is $750 over a 30-day month if a campaign spends at that rate. The right budget still depends on margin, conversion rate, sales cycle, and the amount of data needed to make a decision.
How ChatGPT Ads Work
OpenAI’s advertiser basics describe ads that appear below ChatGPT responses. An ad includes the advertiser’s name and logo, a headline, copy, a landing page, and an image.
The system can consider the context and intent of the current conversation, the landing page and creative, advertiser-provided context hints, and selected broader signals when a user has enabled ad personalization. Context hints are not exact-match keywords and do not guarantee that an ad will appear in a specific conversation.
Current campaign objectives include:
- CPM, for reach and impressions;
- CPC, for clicks; and
- oCPC, which optimizes toward a tracked conversion while charging per valid click.
OpenAI says ads may appear to users on Free and Go plans. Plus, Pro, Business, Enterprise, and Edu accounts do not receive ads. Ads are labeled and separated from the answer.
Ads Do Not Buy a Recommendation
OpenAI’s current ads statement says advertising does not influence ChatGPT’s answers. Advertisers cannot pay to change, rank, or insert themselves into the organic response. The ad is a separate paid placement.
OpenAI also says advertisers receive aggregated performance information and do not receive users’ chats, chat history, memories, or personal details. Those are platform commitments that advertisers should monitor as the beta changes; they are not a reason to describe an ad as an organic recommendation.
For campaign copy and reporting, keep the distinction explicit. A ChatGPT ad impression shows that a paid placement was served, not that ChatGPT endorsed the business.
A Practical SMB Test Plan
1. Confirm eligibility before planning spend
Check current country availability, create the advertiser account, complete business verification, and set up billing. OpenAI says applications are reviewed in a rolling queue and may take time.
2. Choose one measurable objective
Use a reach objective only when impressions are the actual goal. Use clicks or conversion optimization when the landing page and tracking can support them. Do not compare CPM, CPC, and oCPC as though they are the same outcome.
3. Build a dedicated landing page
The page should continue the promise made by the ad, load well on mobile, and make the next step clear. Add static campaign parameters to the landing-page URL so ChatGPT ad traffic remains identifiable in analytics.
4. Set conversion measurement before launch
Ads Manager reports impressions, clicks, spend, click-through rate, average CPC, average CPM, and conversions when conversion measurement is configured. Decide which conversion matters before the first impression rather than trying to reconstruct attribution later.
5. Treat the first campaign as a test
OpenAI explicitly says there are not yet broad performance benchmarks. Set a budget the business can afford to learn from, document the creative and audience assumptions, and compare results with channels that target the same stage of the customer journey.
Organic Visibility Is a Separate Workstream
Running an ad does not improve the chance of appearing in ChatGPT’s answer. Organic visibility and paid placement should therefore have separate goals, tracking, and reporting.
For the organic side, publish accurate information that helps customers make a decision, keep business facts consistent, and make important pages accessible to search and AI crawlers according to your own policies. Measure referral traffic and qualified leads where possible. Do not promise that adding schema, an FAQ, or a particular phrase will cause ChatGPT to cite or recommend the business.
